The Philippine National Telecommunications Commission (NTC) has directed mobile network operators to intensify post-validation of SIMs registered in unusually large numbers under a single individual. The report is dated 29 October 2026.
What the directive covers
- The focus is on accounts with more than 100 SIMs registered under one name.
- Operators have 15 days from receipt of the Memorandum Order to run know-your-client (KYC) checks on this group and establish whether the registered users still hold and control all their SIMs and use them legitimately.
- SIMs that cannot be tied to continued possession and legitimate use are to be deactivated. The NTC says such deactivation is permanent unless the person can prove by identification documents that the SIM is registered in their own name.
- The NTC cites scam operations, SMS blaster devices and financial fraud as the reasons. It notes that the SIM Registration Act does not set a limit on the number of SIMs a person may register.
For users of SIM-based and virtual number services, the NTC's message is that numbers must be registered in the user's own name, because unregistered or transferred SIMs can be cut off.
