India's Department of Telecommunications (DoT) has given messaging platforms until 31 December 2026 to implement SIM binding. From 1 January 2027, apps such as WhatsApp and Telegram must confirm that the mobile number used to register an account is tied to an active SIM or eSIM in the device.
The directions were issued on 28 November 2025 under the Telecom Cyber Security Rules, 2024. Platforms first had 90 days to comply. After requests from industry for more time, the DoT extended the deadline to the end of 2026. The rule also covers Snapchat, Arattai, ShareChat, Josh, JioChat and Signal.
If the registered SIM is removed, replaced or deactivated, the account can be restricted until the number is restored through a valid SIM or eSIM. Web sessions must also log out at least every six hours, and users must be able to relink with a QR code. The DoT says the aim is to stop accounts registered with Indian numbers from being run from abroad for cross-border fraud.
For users of virtual or rented numbers, this means that a number which is not tied to a SIM in the user's device may not keep a messaging account active after 1 January 2027 in India.
