# Latvia will require registration of prepaid SIM users from 1 September 2027

Latvia's parliament, the Saeima, adopted amendments to the Electronic Communications Law in their final reading on Thursday, 29 October 2026. Users of pay-as-you-go (prepaid) SIM cards will have to register. The amendments take effect on 1 September 2027.

The Ministry of the Interior says unregistered SIM cards are often used for telephone fraud, financial and cybercrime, and other unlawful activity. Latvia's State Police recorded 8,701 cases of telephone fraud last year, with residents losing more than 23.7 million euros. According to police data, fraudsters used unregistered prepaid SIM cards in about 30 per cent of the cases under long-running investigation.

For buyers of virtual numbers, this is one more example of the trend toward identifying the holder of every mobile number. Similar rules already apply in several other countries, as covered in our recent reports on SIM registration.
